Looking at a job that is in a government building or I wouldn't really worry about it. I usually just do a wet top scrub and re coat and all is well. This place is a pit and it needs a lot of work but I would never strip it. How aggressive can I get? Do I need a HEPA vac or scrubber? I plan to charge a lot or I will walk away.

warm water, neutral pH and a brown pad under a 175.

Rinse with your hard surface wand @ 300 psi

Keep it wet and no problem with any asbestos. I will use a black stripping pad under my 175 when I do a scrub and recoat. That way I can get the same agitation while moving faster.

Thanks for the help, I will take a bid in today but I doubt they will pay what I want. Now I have some official rules on how to handle this that I can show a customer.

Stripping and waxing does not do anything to disturb the asbestos fibers in the tile. While u do have to be certified to remove the tile floor, even then it's not very friable.

Seeing as how the work is in a government building though, I understand why Doug wants his ducks in a row.

Use those government standards to reinforce your bid. If you are the only guy quoting the rules, chances are they will give it to you because you appear to know your stuff.
