Off the top of my head, not bypassing because of regulator.... Unscrew the pressure adjustment on the front panel (make sure that everything comes out, and then crank the engine, turn the pump on, you should get a good steady stream with very low pressure on the gauge..... reinstall, now do the same, if pressure spikes, regulator is blocked between front panel and return inlet at pump..... If you do not get water at the regulator with it open, then you have a restriction between it and the pump possibly.... What happen when you key the wand with the gauge spiked ? Keep us informed ...Richard R
